About NCID
- The National Commission on Irrigation and Drainage under the Agency for Land Reclamation and Irrigation under the Government of the Republic of Tajikistan (hereinafter – the NCID) is established on 29 October 2015 №620 by the Government of the Republic of Tajikistan.
- The main goal of the creation of the NCID is to promote the development and application of science and technology in irrigation and drainage, the management of irrigation water and land resources, protection from erosion of land and floods, the bank and river bed protection, the integrated research in the field of land reclamation and irrigation, integrated use and protection of water resources and irrigated lands utilizing modern methods and technologies.
- The activities of the NCID are coordinated by the Agency for Land Reclamation and Irrigation under the Government of the Republic of Tajikistan.
- The NCID is a collegial body, which includes representatives of the national ministries and agencies, researchers and specialists in the field of land reclamation and irrigation, environmental protection and water-related emergency situations. Leading scientists, representatives of non-governmental organizations, students and post-graduate students, employees of relevant ministries and agencies can be members of the NCID. In accordance with the established procedure, the partners of the NCID may be international and non-governmental organizations.
- The NCID represents the national interests of the Republic of Tajikistan in the International Commission on Irrigation and Drainage (hereinafter ICID).

NCID objectives
- The main objective of the NCID is to effectively promote the implementation of a unified state water policy aimed at the development of the land reclamation and irrigation industry, the rational use and protection of water resources, the improvement of reclamative condition of lands and the productivity of irrigated lands, the introduction of advanced irrigation technologies that ensure the sustainable development of agricultural production, the development and implementation of measures on improving water resources management measures, taking into account the reform of water sector, flood control, regulation of riverbeds and the economic recovery of the natural environment.
- Ways for implementing the NCID objectives are as follows:
– participation in the work of the ICID and its standing working groups by delegating to their structure the experts and scholars;
– assistance in the development of the land reclamation and irrigation industry with the use of advanced scientific and technical achievements;
– assistance in the preparation and development of projects, policies, strategies, programs and plans for developing the water management sector;
– identification and consideration of water management problems, modernization of existing water management facilities and irrigation systems;
– assistance in improving the land reclamation and irrigation management systems, improving the technical and economic foundations for the sustainable operation of the industry;
– coordination of the common interests of the economic sectors in the field of irrigation and drainage, improving water resources management in irrigated areas, regulation and state support of the water users’ associations, reducing the harmful impact of water on the environment;
– raising the level of knowledge of specialists and water users in the field of land reclamation and irrigation, rational and effective use of water and land resources in irrigation zones;
– assistance in organizing and holding international congresses and regional conferences, seminars, symposiums and other ICID and NCID forums;
– attraction of grants and loans for improvement of the land reclamation and irrigation sector, as well as for the implementation of the NCID activities.
NCID responsibilities
- In order to achieve the set goals, the NCID cooperates with all governmental and non-governmental organizations concerned in accordance with the established procedure and assists in the following areas:
– assistance in the organization of periodic national, international and regional meetings, seminars and conferences on irrigation and land reclamation problems, rational and efficient water resources management, use and protection of water resources in land reclamation and irrigation systems;
– improvement of land reclamation and irrigation systems, improvement of reclamative condition of irrigated lands, regulation of river beds, improvement of water resources management and protection of water resources in land reclamation and irrigation systems;
– development of economic instruments for improvement and profitability of the land reclamation and irrigation industry;
– professional development of specialists and managerial staff engaged in the field of land reclamation and irrigation, water resources and flood management;
– assistance in the participation of the NCID members and representatives in the ICID international events and in its working bodies;
– development and dissemination of the NCID printed publications, organization of the exchange of scientific and technical information between the ICID member countries;
– participation in activities to form public opinion on improvement of land reclamation and irrigation systems, thrifty and careful attitude to water resources;
– coordination of work of young specialists under the NCID;
– acceptance of collective and individual members in its membership;
– taking measures for the timely payment of the ICID membership fees;
– preparation of the NCID annual reports to the Government of the Republic of Tajikistan and the ICID.
NCID and international organizations
- In accordance with the established procedure, the NCID cooperates with international organizations in the following areas:
– preparation and implementation of investment, scientific projects, and technical cooperation for the development of the land reclamation and irrigation industry;
– assistance in the organization of a database and information on effective projects of international organizations implemented in the country in the field of land reclamation and irrigation, as well as on water resources management in irrigated areas;
– dissemination of best practices of foreign countries in the field of land reclamation and irrigation through the exchange of scientific and technical information;
– cooperation with international and non-governmental organizations in the implementation of the NCID activities.
Organization of the NCID work
- The activity of the NCID is supervised by its chairman, the Director of the Agency for Land Reclamation and Irrigation under the Government of the Republic of Tajikistan.
- In accordance with the ICID Regulation, the NCID chairman is a member of the governing body of ICID’s International Permanent Council (ICS).
- To ensure the prompt resolution of the operating objectives, there is a working presidium in the NCID consisting of 3 people. Members of the working presidium are elected from among the NCID members by their rotation in 3 years.
- The NCID organizes and holds meetings once a quarter in accordance with the work plan. If necessary, upon the decision of the working presidium, extraordinary meetings can be held. Issues that are included in the work plan are recommended by the NCID working presidium and relevant organizations (ministries, agencies and other governmental institutions). Materials for the NCID meeting are prepared by the relevant departments, units of ministries and agencies that have proposed issues for inclusion in the agenda of the NCID meeting.
- Separate important tasks in the field of use of water and land resources, improvement of reclamative condition of lands, irrigation systems and other issues that require timely consideration can be discussed at the NCID extraordinary meetings.
- Organizational and functional tasks and responsibilities are provided by a working group consisting of: a deputy chairman, academic secretary, interpreter and an administrative assistant.
- Decisions of the NCID meetings are taken via voting by a majority of the members. In the event of a disagreement between the chairman and the NCID members, decisions are taken in favor of a majority of votes.
Funding of the NCID activities
- Funding of the NCID activities, including annual payment of the ICID membership fees, is made through special funds of the Agency on Land Reclamation and Irrigation under the Government of the Republic of Tajikistan.
- The NCID activities can also be funded through international grants, financial support of the international financial institutions, international and non-governmental organizations.
